The Warwickshire Rural Housing Enabler Project was started in 2003 with four main objectives:
- To work with rural communities to identify local affordable housing needs
- To work with rural communities to identify suitable potential sites for affordable housing schemes
- To act as an ‘honest broker’ between all of the parties involved with delivering rural affordable housing, including Parish/Town Councils, landowners, Local Authorities and Housing Associations
- To influence housing strategy and planning policy applicable to rural affordable housing at all levels: local (District/Borough), regional and national
From October 2003 to June 2006 the Project operated with one Project Worker. Since June 2006, a second Project Worker has been in post.
The Project is funded through contributions from the following:
- Rugby Borough Council
- South Warwickshire Housing Association
- Stratford on Avon District Council*
- Warwickshire Rural Housing Association

The Project is managed by Warwickshire Rural Community Council. The work of the two Project Officers is supervised by a Steering Group, with membership comprising:

- Housing Corporation West Midlands
- Jephson Housing Association
- North Warwickshire Borough Council
- Rugby Borough Council
- Solihull Metropolitan Borough Council
- South Warwickshire Housing Association
- Stratford on Avon District Council
